The U.S. EPA announced today that it is promulgating rules to regulate GHG emissions from coal and gas fired power plants. This is pursuant to Obama’s June 2013 Climate Action Plan, and this is Executive Branch and not Congressional action to control climate change pollution. New coal plants will have to capture and store at least 40% of their carbon emissions. A future rule will also regulate existing plants. These rules should help the U.S. have credibility at COP-19 in Warsaw in negotiating an international climate treaty by 2015.
